I. QUALITY WORKING GROUP (WG1-QLT)
It serves with the target of creating the common opinions of the sector in all of the stages regarding the service quality of the distribution activity including the processes of determination, follow up, assessment and reporting of the quality parameters and other related criteria. For this purpose, it contributes to the works on the regulations, primarily the Service Quality Regulations Regarding Electricity Distribution and Retail Sales. By taking the distribution companies’ current situation and the worldwide applications into account, it is the major duty of ELDER to contribute to the procurement continuity alongside with increasing commercial and technical quality of the electricity which is presented to the usage of the consumers over the distribution system. It cooperates with the related working groups regarding the impact of the quality factor to the revenue cap.
II. COMMUNICATION WORKING GROUP (WG2-COM)
For the purpose of increasing the reputation of the distribution companies among the people and the public opinion, it determines company based, common and ELDER-centered communication activities, coordinates their performance, assesses their results and reports them. For that purpose, it prepares periodbased communication strategy and the action plan. It provides coordination between the companies in the activities regarding the regular assessment of the consumers’ and workers’ level of satisfaction.
III. R&D AND TECHNOLOGY WORKING GROUP (WG3-R&D)
Our country effectively contributes to the processes of development of R&D projects and sharing information with the purpose of speeding up of the infrastructure of the electricity distribution system, development of new technologies regarding the more efficient operation of the system, creation of knowledge, increasing the localization rate in those solutions, increasing service quality due to technological applications, reducing the losses and their costs. For that purpose, it establishes contacts with the national and international financial support programs and coordinates the processes of making project applications to those programs.
IV. OCCUPATIONAL HEALTH AND SAFETY WORKING GROUP (WG4-OHS)
It aims to lift the occupational health and safety standards in the distribution activities above the international standards. It coordinates activities regarding the updating of the related regulations and eliminating the occupational illnesses and work related accidents in the sector. It allows the creation of data through sharing of information and experiences.
V. AUDIT WORKING GROUP (WG5-OVR)
It provides opinions for the regulation works regarding the overseeing and inspections of the related organizations and entities in relation to both the activities of the distribution companies by the Ministry within the scope of the Law numbered 6446, and by the TEDAŞ within the scope of general illumination and within the scope of other regulations, and it provides sharing of information towards the fast and efficient working of the overseeing processes.
VI. CYBER SECURITY WORKING GROUP (WG6-CS)
It provides contribution and takes part in the public arrangements regarding the providing of the necessary security against the industrial and IT systems of the electrical distribution grid which is one of the critical infrastructures. For that purpose, it sets up the place, capacity planning, capabilities and necessary training of the personnel of the corporate Cyber Events Intervention Teams alongside with the things that this team needs to do before, during and after a cyber-attack and the principles of communication within and outside of the organization under the guidance of the related public organizations and the regulations.
VII. INVESTMENT AND TECHNICAL SPECIFICATIONS WORKING GROUP (WG7-INV)
It provides effective contribution to all of the processes under the heading of investments of the distribution companies. Within this scope, it coordinates the processes of suggesting changes of regulations, developing suggestions for solution of the problems encountered in the field and sharing experiences. By taking the new technological development, it allows the determination of the technical specifications of the materials and systems alongside with the preparation of the minimum criteria and/or technical specifications and coordination with all of the related organizations.
VIII. DATA AND STATISTICS WORKING GROUP (WG8-DATA)
It provides the creation of a data pool regarding the electricity distribution sector, analysis of the data, preparation of the statistics and sharing them with the public and our companies on a “need to know” basis. Within this scope, it also coordinates the sharing of the information obtained from the organizations and entities that collect data and/or prepare statistics regarding our sector with our companies.
IX. LAW AND REGULATION WORKING GROUP (WG9-LAW)
It is aimed to provide coordination in the ongoing legal processes of our companies and sharing of information, to support regulation works, to create common documents and training programs regarding the rules that the company workers need to follow regarding the regulations about our companies of the regulatory and overseeing organizations, primarily the EMRA (Energy Market Regulatory Authority - EPDK Enerji Piyasası Düzenleme Kurumu).
X. TARIFF WORKING GROUP (WG10-TRF)
It allows the formation of all of the activities and suggestions regarding the determination of the distribution activity revenue requirements in cooperation primarily the Fourth Application Period and of coordination with the stake holders with the related public entities, primarily the EMRA (Energy Market Regulatory Authority).
XI. METER WORKING GROUP (WG11-GAUGE)
Upon the transfer of the responsibility of procurement, installation and operation of the gauges which were under the responsibility of the users by the change of the law, by the description of the minimum technical specifications of the gauges that were procured and installed with a unit price by the distribution companies, it was targeted to create a working group for the purpose of determining the base gauges by their type and the unit prices of the base gauges whose determination has been already made.
XII. CALL CENTER WORKING GROUP (WG12-CC)
It was created for the purpose of examining the performances of similar or non-similar domestic and international call centers regarding the businesses and transactions that need to be made and for sharing information and experiences for the purpose of providing the operation of the call centers which were established in a way that would provide twenty four hours nonstop service for the customers within the customer services department of the distribution companies, over a performance indicator determined by the “Methods and Principles Regarding the Quality Level Standards of Call Centers’ Service”
XIII. HUMAN RESOURCES WORKING GROUP (WG13-HR)
The working group was formed for developing projects for primarily the betterment of the already existing human resources in the electricity distribution sector and creation of suggestion for preparation of the potential human resources sector in accordance to the needs, alongside with preparation of the field workers for the occupational competency personnel certification examinations, encouraging the employment of the Occupational Competency Institution’s certified personnel, providing the standardization and coordination of all of the occupational training regarding our sector (Ministry of National Education, TEDAŞ, ELDER and the like), developing ideas regarding the revision of the Electricity Strong Current Facility education in accordance to the needs, planning and realization of all kinds of workshops and similar activities regarding the betterment and development of the human resources, development of the implementations to be made for the purpose of increasing the workers’ satisfaction to the highest point, increasing women’s employment, developing projects for monitoring and supporting the career successes of the employees’ children. Regarding all of those purposes, the sub groups of Technical Education and Quality Management Registrars.
XIV. BLOCKCHAIN WORKING GROUP (WG14-BCHN)
It maintains joint work with other working groups within ELDER and prepares the areas and projects where the block chain technology may be implemented in the electricity distribution sector. It analyzes and studies the international application trends of the block chain technology in terms of opportunities and risks. It establishes communication with the entities that work on the block chain in Turkey and around the world, arranges reports regarding joint work and shares them with the public. It creates a common forum with all of the energy market stakeholders working with the block chain technology and organizes workshops.
